The NOP describes construction of a community <br /> college campus at Mountain House, San Joaquin County. I have the following comments on the <br /> document. <br /> The NOP indicates piping would be installed to convey the wastewater to the Mountain House <br /> wastewater treatment system. If the domestic wastewater is discharged to the Mountain House <br /> wastewater treatment system, the Regional Water Quality Control Board will not issue Waste Discharge <br /> Requirements for the domestic wastewater generated at the site. If a satellite system is constructed, then <br /> consistent with California Water Code Section 13260,the owners or developers are required to submit a <br /> Report of Waste Discharge at least 120 days prior to discharging wastewater. <br /> Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit,the proponent must submit a Notice of Intent to comply with the permit (NOI) to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared. <br /> If construction associated with the project will disturb more than five acres or is part of a larger common <br /> plan of development that encompasses five or more acres, the property owner needs to obtain permit <br /> coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No. <br /> CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before construction <br /> begins, the proponent must submit an NOI to comply with the permit to the State Water Resources <br /> Control Board and a SWPPP must be prepared.
