MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> Condition ofAnnroval AIR-1: Asper the Master Plan, industrial or commercial operations at <br /> the site with equipment that causes or has a potential for air pollution, or that controls such air <br /> pollution, may need to apply for an Authority to Construct and Permit to Operate, in accordance <br /> with regulations of the San Joaquin Valley Unified Air Pollution Control District. <br /> Condition of Approval AIR-2: The following items shall be incorporated into the project design <br /> and identified prior to issuance of building permits: <br /> a) Natural gas line outlets shall be provided in backyards. <br /> b) Electrical outlets suitable for recharging electrical vehicles shall be provided in each garage. <br /> c) Low NOx emitting and/or high efficiency water heaters shall be required for each dwelling <br /> unit. <br /> d) Each family residence shall have no more than one zero clearance fireplace or freestanding <br /> woodstove Only EPA-certified fireplaces and woodstoves shall be installed. <br /> Condition of Approval AIR-3: During construction, the following measures to reduce <br /> construction air quality impacts shall be implemented: <br /> a) All soil material transported off-site shall be either sufficiently watered or securely covered <br /> to prevent excessive amounts of dust. <br /> b) All internal combustion engine driven equipment shall be properly maintained and well <br /> tuned according to the manufacturer's specifications. <br /> Condition ofAnnroval AIR-4: The project shall comply with measures shown in Table V-15 of <br /> this Initial Study. <br /> c) Result in a cumulatively considerable net increase of any criteria pollutant for which the project region is <br /> non-attainment under an applicable federal or state ambient air quality standard(including releasing <br /> emissions which exceed quantitative thresholds for ozone precursors)? <br /> Traffic generated by the project would not be significantly different from that identified at the time of <br /> adoption of the 1994 EIR. At the time of certification of the 1994 EIR, the overall increase in regional <br /> emissions of criteria pollutants was identified as a significant and unavoidable impact. These emissions <br /> would add to the regional emissions burdens with the San Joaquin Valley Air Basin and the adjacent San <br /> Francisco Bay Air Basin and delay eventual attainment of air quality standards for ozone and suspended <br /> particulate matter(PM-10). As discussed above, the earlier 1994 EIR found the generation of air pollutant <br /> emissions that affect regional pollutants(i.e., PM-10 and ground-level ozone)to be a significant <br /> unavoidable impact. This project would not exacerbate this impact. The impact from this project is less- <br /> than-significant. <br /> Condition of Approval AIR-S: The applicant shall comply with rules of the San Joaquin Valley <br /> Unified Air Pollution Control District regarding reducing dust emissions during construction. <br /> d) Expose sensitive receptors to substantial pollutant concentrations? <br /> Sensitive receptors include such land uses as residences, hospitals and schools. The project site is <br /> surrounded by agricultural operations. New residents could be exposed to agricultural-related emissions. <br /> Dust and particulate matter associated with agricultural activities such as tilling, mowing and soil <br /> preparation would be carried onto the site where its deposition would soil exposed surfaces and potentially <br /> irritate residents with pre-existing lung problems.
