MOUNTAIN HOUSE NEIGHBORHOOD'F"PROJECT INITIAL STUDY <br /> c) A substantial permanent increase in ambient noise levels in the project vicinity above levels existing without <br /> the project? <br /> The traffic and noise generated by the development of Neighborhood"F" is consistent with the traffic <br /> expected in the Master Plan 1994 EIR analysis and this development is a part of the Master Plan. It <br /> would in itself have no significant adverse ambient noise impacts. <br /> d) A substantial temporary or periodic increase in ambient noise levels in the project vicinity above levels <br /> existing without the project? <br /> There are no existing residents in the area. The project is part of the Master Plan and any temporary(i.e., <br /> construction noise impacts)were anticipated in the Master Plan 1994 EIR. No additional mitigation <br /> measures would be necessary. <br /> e) For a project located within an airport land use plan or, where such a plan has not been adopted, within two <br /> miles of a public airport or public use airport, would the project expose people residing or working in the <br /> project area to excessive noise levels? <br /> The Byron Airport is located about five miles northwest of the Mountain House New Community. <br /> Straight-in, single-event landing approaches at the airport could impact the southern portion of the <br /> community. The Master Plan, Section 11.3.5, addresses noise from straight-in, single-event landing <br /> approaches and the requirement for deed disclosures for new residents within a mapped "area of potential <br /> aircraft noise impact from Byron Airport" (Figure 11.1 of Master Plan). This area includes a portion of <br /> the project site. <br /> Given that a realignment of the runway occurred since the Master Plan was prepared, the County shall <br /> revise Figure 11.1 after Contra Costa County has completed the public draft of the Airport Land Use <br /> Compatibility Plan. Figure 11.1 was based on the preliminary pre-construction drawings for the runways. <br /> When actual construction occurred(after 1994), the final alignment varied by about five degrees. <br /> Condition of Approval NOISE-1: Figure 11.1 of the Master Plan shall be revised by San <br /> Joaquin County when the Airport Land Use Compatibility Plan of Contra Costa County is <br /> adopted.
