MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY
also add new trees but where and how these trees are planted cannot be determined at this time. The only
required landscaping would be along roadways as addressed in the Design Manual and Roadway
Landscape Plan. No rock outcroppings or historic buildings exist within the project boundaries.
c) Substantially degrade the existing visual character or quality of the site and its surroundings?
Refer to(a)above. According to the adopted Development Agreement for the Mountain House New
Community, the County Development Title, the CSD Design Manual, and Design Guidelines shall address
building requirements and architectural design guidelines for the various areas of Mountain House.
(Source: Mountain House Development Agreement and Mountain House Master Plan, 4.2.4 Building
Requirements, Implementation [a]). The County Development Title and the CSD Design Manual require
that design guidelines address the layout of parking lots.
Condition of Approval AESTHETICS-1: Design Guidelines that address parking lot design
and landscaping shall be submitted for all development prior to approval of the final maps,
parcel maps, or other development permits.
d) Create a new source of substantial light or glare which would adversely affect day or nighttime views in the
area?
This project would represent the first stage of development for the Mountain House New Community.
Light and glare would be created by lighting of parking lots, playing fields, industrial park areas, and the
use of any exterior building materials that were reflective. The CSD Design Manual addresses light and
glare in Chapter 7 which includes specific recommendations regarding pedestrian lighting criteria,
landscape and sign lighting criteria, and roadway lighting criteria. All lighting is to be directed downward
to reduce light and glare. These requirements mitigate potential impacts to a less-than-significant level.
Condition of Approval AESTHETICS-2: Design Guidelines submined for development within
the project area shall incorporate and implement the light and glare recommendations adopted
within the CSD Design Manual.
Data Sources for Aesthetics Analysis
David Gates& Associates. 1999.
