MOUNTAIN HOUSE NEIGHBORHOOD' 'PROJECT INITIAL STUDY
has been proposed. However, the energy impacts associated with such plantings are not considered
significant. Protection of daylighting for buildings is addressed in the CECR but is not addressed in the
CSD Design Manual in terms of recommended plantings for collector and local streets.
The CECR identifies a number of building-specific measures that should be addressed in the Design
Manual or the CC&Rs for the project. However, these CC&Rs have not yet been prepared and the
Design Manual only refers to public facilities rather than individual homes. The following conditions of
approval are recommended for less-than-significant energy demand impacts.
Condition of Approval ENERGY-1. The Design Guidelines that shall be approved prior to
approval of the Final Subdivision Map shall address solar access for individual homes, street
plantings, building design for energy conservation (as mentioned in the CECR), and
pedestrian connections
Condition of Approval ENERGY-Z: The proposed subdivision map shall maintain all feasible
pedestrian connections by the school and at the end of cul-de-sacs, and, if feasible, be amended
to incorporate more such connections in the vicinity of the neighborhood park to encourage
pedestrian use within the community. In instances where the proposed location of a through-
block connection is determined by the Community Development Director to be in conflict with
the heath, safety and welfare of community residents, such connection may be eliminated.
C:voes\SJCUHma S=YwNti.MmAL=Y-PART2.DW(7/200) 122 V.Q.
