ekienvironment
& water
o Diesel Spill Area (AGE, 2018c): The following COCs were identified at the Diesel Spill
Area:
o TPH-d
o Previously Unknown Waste Pits: If areas like the North and South Waste Cells are
identified at the Site, the following would be COCs:
o Title 22 Metals
o Dioxin and furans
o Polychlorinated biphenyls ("PCBs")
o Total petroleum hydrocarbons ("TPH") as gasoline/diesel/motor oil
("TPH-g/d/o")
o Semi -volatile organic compounds ("SVOCs")
o Polycyclic aromatic hydrocarbons ("PAHs")
o Volatile organic compounds ("VOCs")
o Methane in soil gas only
1.4 Soil Screening Levels
Soil screening levels used to evaluate chemical data that may be obtained during Site
redevelopment activities are listed below. These soil screening levels were used in the EMMP
for remediation of WU1 on Parcel B and in the WU1 Plan Addendum for remediation of the
WU1 Sliver on the Site. Therefore, these soil screening levels are also adopted for use during
Site redevelopment activities for the remainder of the Site.
• Arsenic:
o Established site-specific background arsenic concentration of 8.6 milligrams per
kilogram ("mg/kg").
• TPH:
o San Francisco Bay Regional Water Quality Control Board ("SFRWQCB")
Environmental Screening Levels ("ESLs") for soil for commercial/industrial land
use (SFRWQCB, 2019)
• Other COCs Not Including Arsenic and TPH: The more conservative of the following
screening criteria for direct exposure will be used for other COCs, not including arsenic
and TPH.
o U.S Environmental Protection Agency ("EPA") Regional Screening Levels ("RSLs")
for soil for commercial/industrial land use' (U.S. EPA, 2018); and
o Department of Toxic Substances Control ("DTSC)-Modified Screening Levels for
soil for commercial/industrial land use ("DTSC-SLs") (DTSC, 2019).
' RSLs for commercial industrial land use where the target risk ("TR") is 10-6 and the hazard quotient ("H(Y) is 1.
