DEVELOPMENT <br />dne <br />Ervironmental <br />F � <br />t <br />A stormwater detention basin was originally proposed to be constructed in the location of <br />WU1 on Parcel A. However, development plans have changed, and a storm drainpipe will <br />be installed instead. The surface area over the storm drainpipe may potentially be paved <br />in the future. <br />All soil excavated for the installation of the storm drainpipe will be used to backfill the <br />storm drainpipe excavation (trench) on Parcel A. No soil will be removed from Parcel A <br />for offsite use. <br />8.2. REQUEST FOR EXEMPTION TO IMPLEMENT CONSTRUCTION CONTROL <br />[Section 21190(g)] <br />No buildings or structures are planned to be developed in the location of WU1 on Parcel <br />A for the foreseeable future. <br />8.3. REQUEST FOR EXEMPTION LANDFILL GAS MONITORING PROGRAM —GAS <br />CONTROL [Section 20918] <br />An exemption is requested for onsite gas monitoring following approval of the Clean <br />Closure Plan; all wastes and impacted soil will be removed to below acceptable screening <br />levels. Based on the available methane gas data for the disposal site which is discussed <br />in the AGE -prepared Site Assessment Summary Report — Final and the BAI-prepared, <br />December 2018 Soil Gas Monitoring (Appendix E), methane gas is not present in the <br />disposal site at concentrations that should trigger a requirement for ongoing landfill gas <br />monitoring or treatment. A further discussion of the data and conclusions were presented <br />in the Addendum to the Request for Exemption to Implement Construction Controls dated <br />12 July 2018 (Exemption Request). <br />8.4. CHANGE OF OWNERSHIP NOTIFICATION REQUIREMENTS [Section 21200] <br />The current owners are responsible for providing written disclosure to the prospective <br />buyer that there is a closed disposal site on a portion of the property and that the new <br />property owner will be responsible for reviewing this Plan. In addition, the current owners <br />will require that the subsequent owner make and require this same disclosure to and for <br />all potential future successors, to explicitly inform them of the existence of this Plan. <br />Change of ownership during closure or post closure maintenance is a requirement for the <br />clean closure plan. <br />Title 27 CCR 21630 (Change of Owner, Operator, and/or Address) requires the property <br />owner to also notify in writing both the LEA 45 days prior to any sale or transfer of the <br />
