ekienvironment <br />& water <br />1.0 INTRODUCTION <br />EKI Environment & Water, Inc. ("EKI") has prepared this Soil Management Plan ("SMP") for the <br />Former Pilkington North America Site ("PNA") at 500 East Louise Avenue in Lathrop, California <br />("Former PNA Site"; "Site") on behalf of ASP/RWM Properties, LLC, R & B Louise, LLC and R & B <br />Delta, LLC. This SMP was prepared to comply with Water Code Section 13267 Order No. R5- <br />2019-0886 ("Order" — Appendix A), dated 12 April 2019, that was issued by the Central Valley <br />Regional Water Quality Control Board ("RWQCB"). This SMP describes protocols to be <br />implemented if previously unknown waste pits (e.g. the North and South Waste Cells on Parcel <br />B) or other areas of obvious soil impacts with potentially hazardous materials (e.g. as observed <br />in excavation for utility trench as documented in Attachment 3 Figure 16 to the Order <br />(Appendix A)) are encountered during subsurface disturbance activities that may be conducted <br />as part of ongoing and future Site redevelopment. <br />1.1 Background <br />The Site currently has a physical address of 500 East Louise Avenue, Lathrop, California, and is <br />located on the south side of East Louise Avenue approximately 400 feet east of the intersection <br />of East Louise Avenue and Harlan Road (Figure 1-1). The property includes one mostly - <br />rectangular parcel (APN: 198-120-08) and a second irregularly shaped parcel on the northeast <br />(APN 198-140-16) which total approximately 133 acres. The Site is located adjacent to a mixed <br />residential, commercial and industrial area of the City of Lathrop, San Joaquin County, <br />California. The Site is bordered to the west by a vacant field and a McDonalds restaurant, to <br />the south by the former San Joaquin County Cogeneration Power Plant (Cogen) facility and a <br />recently completed 870,000 square -foot ("sf") warehouse for commercial and light industrial <br />purposes, and to the east by the former Occidental Chemical Company (Oxy Chem) and current <br />JR Simplot Company (JR Simplot) sites (Figure 1-2). <br />The Former PNA facility at the Site includes a large structure formerly utilized for glass <br />manufacturing and distribution, two smaller stand-alone metal warehouse buildings, a <br />sanitation plant, stormwater reservoir, sprayfields and asphalt parking areas (Figure 1-2). Glass <br />manufacturing operations ceased in 2014 after over 50 years of operation. A furnace, furnace <br />stack, conveyance machinery, above ground storage tank, and other facilities associated with <br />the manufacturing process have been demolished pursuant to permits from the City of Lathrop. <br />The Site is principally occupied by a Kraft Heinz distribution center (Figure 1-2). The <br />northeastern portion of the Site is generally vacant and undeveloped with the exception of a <br />rail spur. The rail spur is located along the southern portion of the Site and then extends to the <br />northeast corner of the Site. <br />
