ekienvironment <br />& water <br />water feature in the vicinity of the Site is the San Joaquin River located approximately 1.5 miles <br />to the west. <br />1.3 Environmental Conditions <br />1.3.1 Previous Environmental Investigations and Remediation <br />Previous environmental investigations and remediation at the Site have been conducted under <br />the oversight of the San Joaquin County Environmental Health Department ("EHD"), the <br />RWQCB, and/or CalRecycle. The identified areas with known or suspected environmental <br />impacts associated with the former PNA glass making operations are summarized below and <br />are shown on Figure 1-2. <br />• Waste Unit 1 ("WU1"): The property at 17100 Murphy Parkway (Parcel Number 198- <br />120-09), referred to herein as "Parcel B" is located immediately to the south/southwest <br />of the Site (Figure 1-2 — Appendix B). The western portion of Parcel B was historically <br />used as a disposal facility for waste glass, glass -making materials and rubbish from the <br />former PNA operations on the Site (AGE, 2018a). The disposal facility was designated as <br />SWIS 39 -CR -0022 in 1993, and within SWIS 39 -CR -0022 there are three subareas, one of <br />which was a capped landfill area containing glass cullet (small pieces of broken glass that <br />could be and were reused/recycled in the manufacturing process). It is referred to here <br />as WU1 and was located in the northwest corner of Parcel B along the southern <br />boundary of the Former PNA Site separate and apart from the North and South Waste <br />Cells discussed below (Figure 1-2). Excavation and removal of glass cullet from the <br />portion of WU1 located on Parcel B was completed in April 2018 in accordance with the <br />Excavation and Material Management Plan ("EMMP"), dated 9 Mary 2018 (BAI, <br />2018a)(Appendix B) and the EMMP addendum, dated 22 March 2018 (BAI, 2018b). <br />Extensive analyses of materials from WU1 demonstrated that the landfilled material was <br />not hazardous and the excavated material was utilized in the foundation of the building <br />constructed on Parcel B (analytical data are summarized in Appendix Q. <br />• Waste Unit 1 Sliver ("WU1 Sliver"): During excavation of WU1 on Parcel B, it was <br />determined that a sliver of WU1, also located within SWIS 39 -CR -0022 extended to the <br />north onto the Former PNA Site (Figure 1-2). The WU1 Sliver extends approximately 25 <br />to 35 feet onto the Former PNA Site and is approximately 250 to 350 feet long (AGE, <br />2019). A WU1 Clean Closure Plan and Work Plan Addendum ("WU1 Plan Addendum"), <br />dated 22 February 2019 (AGE, 2019), was conditionally approved by the RWQCB on 15 <br />March 2019. In late March 2019, and in accordance with the WU1 Plan Addendum <br />(Appendix B), soil/waste material was excavated from the WU1 Sliver and stockpiled for <br />reuse at the Site. <br />• North and South Waste Cells: The third subarea within SWIS 39 -CR -0022 contained two <br />deep waste pits or cells containing waste glass, rubbish and other materials located on <br />the western boundary of Parcel B. They have been designated as the North and South <br />
