Brusea File No. 137-002 Page 4
March 9, 2018
Murphy Parkway Property Excavation and Materials Management Plan
• a significant number of explorations (test pits and borings) within the capped area and
other site areas, including areas to the south and east of the capped area.
• a geophysical survey (involving ground penetrating radar and a magnetometer survey) on
the westerly portion of the property to identify any unknown areas of disturbed
materials/buried wastes. The geophysical work reportedly identified two areas
(approximate 2,000 square feet each in plan area) of deeper disturbed materials/wastes
along the far westerly margin of the property and outside of the cap area. These waste
materials subsequently were completely excavated and removed from the parcel for
offsite landfill disposal.
• collection of a substantial number of samples of soil and waste materials from the capped
area of the site, the area of removed wastes, and other site areas for analytical laboratory
testing. It is reported that the laboratory testing did not reveal significant chemical
contaminant concerns associated with remaining solid wastes at the site (i.e. the thin
layer of capped wastes on the northwesterly portion of the site).
AGE's investigative, remedial, and characterization work associated with solid wastes on the
subject parcel was summarized in a Site Assessment Summary Report dated December 21, 2017.2
As a part of AGE's work, the results of exploratory excavations were evaluated to define the
limits of residual/capped wastes at the property; site maps and trench logs with such results are
appended. Based on the results, AGE estimated that the total volume of residual waste glass in
the capped area at the site is on the order of 1,500 cubic yards and determined that the lateral and
vertical extent of such wastes was defined.
5.0 PLANNED CONSTRUCTION ACTIVITIES
Redevelopment of the subject property is planned to be initiated in the very near future. The
planned development includes construction of an approximate 870,000 square -foot
commercial/light-industrial structure intended for use for warehouse/distribution purposes. The
layout of the planned development is shown on Plate 3. The planned structure will be of tilt -up
concrete construction with a concrete slab -on -grade floor. Onsite areas exterior to the building
will support asphaltic -concrete and/or concrete pavements, storm water basins, and very limited
landscaping.
Project earthwork construction/grading will involve the disturbance, redistribution, and grading
of soils across essentially the entire 48 -acre subject parcel, including the capped area on the
northwesterly portion of the site. As described in this EMMP, the capped wastes known to exist
beneath the far northwesterly portion of the parcel will be completely removed and evaluated for
onsite reuse prior to construction in this area.
z AGE; "Revised Site Assessment Summary Report, 17100 Murphy Parkway, Lathrop, San Joaquin County,
California, Solid Waste Information System (SWIS) Number 39 -CR -022 (APN 198-120-09); January 10, 2018.
BruscaAssociates.com • P.O.
