A toilet in the storage building structure was observed. It is unknown if it connected to a <br />septic system, but doubtful since the septic system for the property was destroyed/removed <br />when the property was connected to City sewer. <br />Evaluation of each point -source potential contamination described (i.e., the referenced <br />discarded materials, discarded plastering items) and non -point sources (i.e., possible <br />nitrate in the underlying groundwater) pose an infinitesimal risk to the subject property <br />and to human health. Historical septic system density at one time could be considered <br />dense; however, now the area is served by Municipal Stockton sewer and Cal Water <br />Services. <br />It is virtually impossible that any of the referenced ERS point -source sites or the <br />referenced "case closed" site on Geotracker could adversely affect groundwater, soil or air <br />over and under the property. <br />There are no observable aboveground storage tanks nor underground tank appurtenances <br />on the property. Therefore, it may be considered almost impossible that any tanks in this <br />locale may affect the property because of the distances involved. <br />The ASTM E-1527-05 Document referenced on Page 2 refers to de minimus <br />environmental conditions. De minimus conditions generally do not present a material risk <br />to public health or to the environment and generally would not include an enforcement <br />action if observed by the appropriate governmental agencies. The referenced <br />discards/garbage/trash can be considered de minimus conditions. However, the plastering <br />materials and possibly paint materials should be disposed of properly. Residents of <br />Stockton can take household hazardous waste to the San Joaquin County Household <br />Hazardous Waste (HHW) Consolidation Facility for free. <br />Section 9-905.12 of San Joaquin County Development Title states "Corrective Action: If <br />the report indicates there are surface and subsurface contamination, corrective action shall <br />be recommended in the report and concurred with by Environmental Health prior to the <br />issuance of the building permit." It is my professional opinion that other than taking <br />referenced material to the HHW and the proper disposal of the garbage and trash <br />referenced, no corrective action is required regarding the subject property. <br />§ 5.2 The Appendices, found in Section 7 incorporate all of the applicable information <br />referenced in this Report. <br />§ 5.3 See below for signature and stamp. <br />§ 5.4 Wong Engineers, Inc. is the engineer for the subdivision portion of this project and is <br />currently in the process of completing the Tentative Parcel Map. <br />§ 5.5 As referenced above, the Appendices contain the documentation to support the applicable <br />data and information found in this report. <br />Eel <br />Chesney Consulting <br />
