SAN J O A Q U I N Environmental Health Department
COUNTY Jasjit Kang, REHS, Director
Greatness grows here.
Muniappa Naidu, REHS,Assistant Director
PROGRAM COORDINATORS
Robert McClellon, REHS
Jeff Carruesco, REHS, RDI
Willy Ng, REHS
Steven Shih, REHS
Michelle Henry, REHS
Elena Manzo, REHS
June 29, 2022
California Yards, LLC
2804 Bigge St.
San Leandro, Ca. 94577
RE: Soil Suitability/Nitrate Loading Study
23751 S. Bird Rd. Tracy, Ca. 95304
APN: 250-100-15, SR0085397 for PA-1800080 (UP)
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading (SSNL) Study dated June 10, 2022, which addresses exclusively Phase I of the above-referenced
landuse project (PA-1800080), and has the following comments for your consideration.
The SSNL was prepared to determine the suitability of onsite wastewater treatment system (OWTS) usage
and the potential long-term impact of nitrate to groundwater from the proposed office building.
Based on the information provided, the EHD can make the following findings:
1. Based on the information provided, the EHD finds that the SSNL Study supports the suitability for
standard OWTS usage for the proposed development pursuant to San Joaquin County Ordinance
Code Title 9, Section 9-1105.2(d).
2. Section IV Item B of the SSNL Study proposes an engineer designed 50-foot x 9-foot filter bed and a
2000-gallon septic tank. If this engineer design is to be installed instead of a standard OWTS which
the dimension the EHD would normally calculate for, an engineer OWTS permit must be obtained
instead of a standard OWTS permit (Program Element (PE) 4231 for Engineer Designed Commercial
System of EHD fee Schedule), along with Annual Operating Permit (PE 4232, Section 2.10.1 of SJC
OWTS Standards), and be operated and maintained pursuant to an Operations and Maintenance Plan
compiled by the OWTS designer (Section 1.12.1 of the OWTS Standards).
3. Percolation test conducted on May 25, 2022 yielded a percolation rate of 17.9 minutes/inch. At this
rate, an eight-foot soil separation shall be required between bottom of dispersal field and groundwater
pursuant to San Joaquin County Onsite Wastewater Treatment Standard table 1.10.2. Per SSNL
Study, groundwater on site is reported between 77.2 feet below surface grade.
4. The OWTS and its 100% replacement areas shall meet all required minimum setbacks stated in San
Joaquin County (OWTS) Standard and Well Standard.
If you have any questions please contact Jeffrey Wong, Lead Senior Environmental Health Specialist, at
jwong@sjgov.org or (209)468-0335.
"
-Fob Steven Shih, REHS '
Program Coordinator
C: Don Chesney, Chesney Consulting P.O.
