A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AISLE 1 #2356 4219 E MORADA LN, STOCKTON July 13, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION:A pipe in dispenser 5/6 has drip, indicating a leak in the primary containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a Class II violation. <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION: Liquid was found in the 87, 89, diesel STP sump, and 5/6 and 9/10 UDC. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed approximately 24oz of liquid from the 87, 89, diesel STP <br /> sump, and 5/6 and 9/10 UDC sump and returned the sensor to its proper location. Immediately contact a properly <br /> licensed, trained, and certified contractor to address the water intrusion into the 87, 89, diesel STP sump, and 5/6 <br /> and 9/10 UDC sump under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. <br /> OBSERVATION: The 91 and Diesel spill container failed when tested. <br /> REGULATION GUIDANCE:All LISTS shall be equipped with a spill container that collects any hazardous <br /> substances spilled during delivery operations,that has a minimum capacity of five gallons and a drain valve that <br /> allows drainage of the collected spill into the primary container or provide a means to keep the container empty. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635, 2637.2,2665, 2712 Failure to comply with overfill prevention equipment requirements. <br /> OBSERVATION: Overfill prevention testing has not been conducted. <br /> REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October <br /> 13, 2018, and every 36 months thereafter, and within 30 days of completion of a repair. <br /> CORRECTIVE ACTION: Immediately schedule this testing and provide 48 hours notification to the EHD.
