The proposed public sewer collection and treatment will require additional capacity. Is there <br /> adequate land available for the wastewater treatment plant? Is there additional land available <br /> for final disposal of treated effluent? The California Regional Water Quality Control Board <br /> will need to provide written approval for the wastewater treatment plant and its required <br /> expansion prior to approval of R/R to R/VL zoning change. <br /> B. Environmental Health Division has been made aware that through a nitrate loading study that <br /> groundwater has been impacted with nitrates, and chloroform above the State's drinking <br /> water standards. <br /> Environmental Health Division is concerned about over-drafting the water basin in this area, <br /> especially for the parcels currently being served by private wells. In addition, EHD has a <br /> responsibility per San Joaquin County Ordinance Code to protect groundwater for the public <br /> health. Based on a groundwater study, EHD would mandate that a determination be made to <br /> provide adequate quality and quantities of potable water to nearby parcels containing out-of— <br /> compliance, small public water systems and private wells within this studied area. <br /> Environmental Health Division will request a hydrological-overdraft study that could <br /> demonstrate that the added uses and users in this area would not further degrade water quality <br /> and provide adequate quantities in cases of drought and overall use. <br /> A Division of San Joaquin County Health Care Services <br />
