Hazelton Avenue <br /> Stockton, CA 95205 <br /> RE: Application Number GP-01-2 & ZR-01-7 <br /> Dear Mr. Fisher, <br /> This letter is in response to the notice of a proposed County General Plan Amendment (R/R to <br /> R/VL) and a Rezone from R-R to R-VL on parcels comprising approximately 48.66 acres on <br /> land located on the north side of Linne Road, 300 feet west of Chrisman Road. The amendment <br /> and rezoning would accommodate an application for a Major Subdivision and the development <br /> of approximately 80 residential lots. The City of Tracy is opposed to this General Plan <br /> Amendment and Rezoning. <br /> In general, the City has significant concerns regarding the overall impacts that development <br /> outside the City limits has on current City services and the continued ability of the City to <br /> provide those services. We are not clear from the referral if there is a justification for a General <br /> Plan amendment; and, if so, what that justification might be. It does not appear that the current <br /> land use classification is incorrect, nor does it appear that there has been a change in the area <br /> that warrants a General Plan amendment. We are also very concerned that these requests, if <br /> approved, will stimulate other requests in the area which will also have significant impacts. <br /> There are numerous questions with regard to service that are not answered in the referral. How <br /> are water and sewer service going to be provided? As you are well aware, well and septic <br /> systems are prone to failure, and have resulted in serious problems in other areas near the <br /> City's edge, specifically the Larch - Clover areas. Additionally, how is storm drainage to be <br /> handled? What are the traffic impacts on the City of Tracy? Are residents of the area going to <br /> utilize County park, community center amenities, transportation systems, and other services; or <br /> are they going to use City of Tracy services? How does the County plan to compensate the <br /> City of Tracy for utilization of City services by County residents? <br />
