San Joaquin Valley
Air Pollution Control District
RECEIVED
August 8, 2001 AUG 10 2001
Community Development Depi.
Jeff Fisher
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: GP-01-2 & ZR-01-7
Dear Mr. Fisher:
The San Joaquin Valley Air Pollution Control District (District) has reviewed the
proposed projects and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA
and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate
matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require
areas that are designated nonattainment to reduce emissions until standards are met.
Based on the information provided, it appears that this project will have a less-than-
significant impact on the ambient air quality. However, the construction phase of this
project can generate emissions from the movement of soil, use of heavy equipment,
bulk materials handling, asphalt paving and other related activities. As a result, this
project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of
Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into
the ambient air from man-made sources. The attached Synopsis highlights many of the
requirements contained within Regulation VIII. The Synopsis is not meant to be ail-
inclusive, but it can be a useful compliance aid in the field and office alike.
As a result of the Valley's nonattainment status, the District strongly recommends that
the project applicant and San Joaquin County implement all feasible mitigation
measures to reduce the amount of ozone precursors that will result from the buildout of
this project. Please note that some of these measures may already exist as County
development standards.
♦ If fireplaces are proposed, only natural gas fireplaces or EPA-certified wood burning
fireplaces/stoves should be installed. Conventional open-hearth fireplaces should
not be permitted.
David L.
