STATE OF CALIFORNIA-THE RESOURCES AGENCY GRAY DAVIS,Governor
DEPARTMENT OF FISH AND GAME
SACRAMENTO VALLEY AND CENTRAL SIERRA
1701 NIMBUS ROAD,SUITE A
RANCHO CORDOVA,CALIFORNIA 95670
Telephone(916)358-2900
com APR •
March 30, 2001 m411210,06` '1001J
0/U
Mr. Jeff Fisher
San Joaquin County
Community Development Department
Community Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
Dear Mr. Fisher:
The Department of Fish and Game (DFG)has reviewed the General Plan pre-application
(GP-01-2). Requesting a change of land use designation from rural-residential to residential-
very-low-density. The project involves 53 acres located on the north side of Linne Road , 1/4
mile west of Chrisman Road, in San Joaquin County.
Wildlife habitat resources consist of agricultural lands located adjacent to residential
development. Significant resources of the project include habitat for sensitive species. Records
kept by the DFG indicate the presence of the burrowing owl (Speotyto cunicularia) in the
vicinity of the project.
In order to avoid impacts to the burrowing owl, we recommend that a survey of the
project site be conducted to disclose the presence of burrowing owls. If burrowing owls are
located on the project site, impacts to nesting burrowing owls must be avoided (Fish and Game
Code Section 3503.5). The loss of burrowing owl habitat should be mitigated to less than
significant levels. We recommend that mitigation for the burrowing owl be based on the DFG's
Guidelines for Mitigating Impacts to the Burrowing Owl, which may be obtained from this
office.
This project will have an impact to fish and/or wildlife habitat. Assessment of fees under
Public Resources Code Section 21089 and as defined by Fish and Game Code Section 711.4 is
necessary. Fees are payable by the project applicant upon filing of the Notice of Determination
by the lead agency.
Pursuant to Public Resources Code Sections 21092 and 21092.2,the DFG requests
written notification of proposed actions and pending decisions regarding this project. Written
notifications should be directed to this office.
