By conducting or funding Urban Limit Line studies that provided for <br /> improvement of geometric shape and compactness of urban development <br /> that reduces pressure to prematurely convert agricultural lands. <br /> Another method to mitigate for the loss of agricultural land is to obtain agricultural <br /> conservation easements that assure the availability of agricultural land for the long term. <br /> One technique to obtain conservation easements to mitigate for the loss of agricultural <br /> land is to establish a mitigation fee. Absent such a fee, the project proponent has the <br /> alternative to purchase the easement directly from a property owner. Another alternative <br /> is to work with the American Farmland Trust to establish a mitigation fee. In this case, <br /> the fee will be placed in an interest-bearing account for a three-year period of time to <br /> allow San Joaquin County to develop a mitigation program for the loss of agricultural <br /> land or to select an appropriate mitigation site within San Joaquin County. If San <br /> Joaquin County establishes a farmland trust during the three years, the American <br /> Farmland Trust will distribute the funds to San Joaquin County. If San Joaquin County <br /> has not approved a program for the loss of agricultural land, then the American <br /> Farmland Trust will utilize the funds to obtain an easement. You may want to contact <br /> the American Farmland Trust if you are interested in further discussing such an <br /> alternative. <br /> The applicant must propose a mitigation method before the Initial Study can be <br /> completed. <br /> Railroad Easement <br /> The applicant is proposing to construct an underground "SS Force Main" across the <br /> Union Pacific Railroad. The applicant needs to provide the Community Development <br /> Department documentation that the railroad has granted an easement for this <br /> construction. Documentation of the easement is needed prior to preparation of the Staff <br /> Report for Planning Commission. <br /> Uniform Fire Code <br /> The Fire Prevention Bureau has the following comments regarding the proposed project: <br /> • Fire flow and hydrants will'be provided for the proposed project by the use of <br /> Appendix III-A and III-B of the California Fire Code. <br /> • Fire department access roads shall be in accordance with section 902.2 of the <br /> California Fire Code and the standard adopted by the San Joaquin County Fire <br /> Chiefs Association. <br /> • Road widths of less than twenty-eight (28) feet shall be posed "No Parking." <br /> Road widths 28 feet to thirty-five (35) feet shall be allowed to having parking on <br /> one side of the road only and shall be posted as such. Road widths of thirty-six <br /> (36) feet or more shall be allowed to have parking on both sides. If the road <br /> width has an improved shoulder that is acceptable for parking, it may be included <br /> in the overall width calculation. <br />
