GOMMnity UlNeowment wept. <br /> September 26, 2002 <br /> Jennifer Jolley <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: PA-0200409 (SU) LINNE ESTATES 77 RESIDENTIAL LOTS <br /> Dear Ms Jolley: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed projects and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. However, the construction phase of this <br /> project can generate emissions from the movement of soil, use of heavy equipment, <br /> bulk materials handling, asphalt paving and other related activities. As a result, this <br /> project is subject to District Regulation Vlll (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. Regulation VII has recently been revised, with <br /> the revisions becoming effective iv1ay 15, 2002. Tile applicant may review these <br /> changes on the District web site at www.valleyair.org. <br /> As a result of the Valley's nonattainment status, the District strongly recommends that <br /> the project applicant and San Joaquin County implement all feasible mitigation <br /> measures to reduce the amount of ozone precursors that will result from the buildout of <br /> this project. Please note that some of these measures may already exist as County <br /> development standards. <br /> ♦ If fireplaces are proposed, only natural gas fireplaces, EPA-certified wood burning <br /> fireplaces/stoves, or pellet fueled wood heaters should be installed. Conventional <br /> open-hearth fireplaces should not be permitted. <br /> David L.
