State law requires that land use <br /> within airport areas of influence must conform to the Airport Land Use Plan. <br /> The location of the proposed batch plant expansion (APN/Address: 248-080-22; 7999 West <br /> Linne Road, 444' west of Chrisman Road, east of Tracy) falls within the Horizontal Zone of the <br /> Tracy Airport's Area of Influence. Few restrictions are necessary for projects that fall within this <br /> zone. However, development on this land must adhere to the standards outlined in the 1993 <br /> amended Airport Land Use Plan. The standards pertinent to this zone includes, but are not <br /> limited to, the following: <br /> ➢ The use of non-reflective materials, transmissions, and visual distractions to pilots; <br /> ➢ Radio transmissions that would interfere with aircraft communications/navigation are not <br /> permitted; <br /> ➢ Residential uses are permitted if insulated to reduce interior noise to a level no higher <br /> than 45 dB; <br /> ➢ A Deed of Avigation and Hazard Easement is recorded in favor of the Airport Operator <br /> when new residential land use involved 5 or more units; and <br /> ➢ Proposed schools that are to be located within a 2-mile radius of an airport must <br /> undergo a review by Caltrans Division of Aeronautics and the State Department of <br /> Education. <br /> In addition, the property owner should be aware of the potential need to file FAA Form 7460-1 <br /> entitled Notice of Proposed Construction or Alteration.
