Analysis <br /> Background <br /> On March 12, 2002, the Board of Supervisors approved General Plan Amendment No. GP-01-02 and Zone <br /> Reclassification No. ZR-01-07 to amend the General Plan designation and zoning of 48.66 acres located on <br /> the north side of Linne Road, 444 feet west of Chrisman Road, from R/R and R-R (Rural Residential) to <br /> RNL and R-VL (Residential-Very Low Density), respectively. The seventy-six(76) lot residential subdivision <br /> is proposed in this area. On October 8, 2002, the Board of Supervisors approved General Plan Amendment <br /> No. PA-02-272 and Zone Reclassification No. PA-02-277 to amend the General Plan designation and <br /> zoning of 20 acres located on the southwest corner of Bates Road and Chrisman Road, from R/R and R-R <br /> to RNL and R-VL, respectively. The wastewater treatment facility and designated remainder are proposed <br /> in this area. - - — <br /> Special Purpose Plan <br /> Pursuant to Development Title Section 9-1100.3(g), the Department of Public Works is processing Special <br /> Purpose Plan No. PA-03-33 to address the establishment of the new public wastewater treatment facility, <br /> the use of two existing public wells, and the establishment of a new public storm drainage pond. The <br /> Special Purpose Plan includes approximately 124 acres. The proposed Linne Estates subdivision is <br /> included in this area. The applicant proposes that two existing wells located within the Castello Estates <br /> subdivision provide water services to Linne Estates. As a Condition of Approval (3.f.), the Department of <br /> Public Works states than an analysis shall be performed to determine the system capacity and the need for <br /> a new water well. If said well is required, then a test well showing that the production well will meet all <br /> applicable standards is required prior to approval of the improvement plans of any work within the site. <br /> Castello Estates is located to the north of the Linne Estates subdivision, separated by the Union Pacific <br /> Railroad. Wastewater services will be provided by a new public wastewater treatment facility on a 5-acre lot <br /> on the southwest corner of Bates Road and Chrisman Road. Storm water services will be provided by a <br /> new public storm drainage pond on a 1-acre lot within the residential portion of the Linne Estates <br /> subdivision. <br /> The Special Purpose Plan also addresses proposed roadway circulation for the Linne Estates subdivision. <br /> The Department of Public Works has determined that the parcels with existing residences may maintain <br /> access along Linne Road and will permit Lots 41, 42, 43, 44, 51, 52, and 53 of the proposed subdivision to <br /> have access off of Linne Road as no other viable access to these parcels exists. As the area develops, <br /> additional circulation plans will be reviewed as new subdivision applications are submitted. On March 20, <br /> 2003, the Planning Commission forwarded Special Purpose Plan No. PA-03-33 to the Board of Supervisors <br /> with a recommendation for approval contingent upon the ability to make the required finding for a Special <br /> Purpose Plan. The Board of Supervisors will consider this application at the public hearing scheduled for <br /> April 8, 2003. If Special Purpose Plan No. PA-03-33 is not approved by the Board of Supervisors, Major <br /> Subdivision No. PA-02-409 will not proceed. <br /> Traffic <br /> Kd Anderson Transportation Engineers prepared a traffic study for the project(dated December 27, <br /> 2002). The study determined that potentially significant project related traffic impacts could be reduced to <br /> less than significant with Department of Public Works Conditions of Approval 31 (1, 2, 3, and 4). With the <br /> implementation of the mitigation measures identified by the traffic study, and with the Department of <br /> Public Works standard Conditions of Approval, traffic related impacts will be reduced to a less than <br /> significant level. <br /> San Joaquin County PA-02-409\Olmstead <br /> Community Development Page 3 <br />
