"The project area has been zoned R-R [Rural Residential]for years. Linne Estates, LLC, has <br /> recently rezoned the property to R-VL[Residential-Very Low Density], thereby increasing the <br /> residential density by a factor of 2.5 and thereby creating a more efficient use of agricultural land." <br /> Neighborhood Opposition <br /> The Community Development Department received five (5) letters of opposition from neighbors. The letters <br /> expressed concerns about aesthetics, reduction in the value of home and life, potential odors, impacts on <br /> individual wells, wastewater discharge, traffic, and the location of nearby industrial zoning. <br /> The Community Development Department prepared an Initial Study for the project and did not identify <br /> any significant environmental impacts to surrounding properties that could not be reduced to less than <br /> significant. The wastewater treatment facility equipment will be located within locked buildings, and the <br /> influent equalization tank and pumping station are located underground. Therefore, potential aesthetic <br /> and air quality impacts will be less than significant. Theexisting public wells are monitored by, �the.- <br /> Department of Public Works and are not expected to impact.existing private wells. The effluent from the -- <br /> wastewater treatment plant will be treated to exceed standard drinking water standards. A traffic study- <br /> was <br /> tudywas prepared, and mitigation measures have been incorporated into the Conditions of Approval to reduce <br /> potential project related traffic impacts to a less than significant level. The proposed subdivision is <br /> consistent with the R/VL General Plan designation and the R-VL zone and will not be significantly <br /> impacted by nearby industrial development.
