2. GENERAL PLAN AMENDMENT NO. GP-01-2 AND ZONE RECLASSIFICATION NO.ZR-01-7 OF <br /> LINNE ESTATES to change the General Plan designation and Zone classification of seven parcels <br /> totaling 39.16 acres from Rural Residential (R/R; R-R) to Very Low Density Residential (RNL; R-VL). <br /> The project site is located on the north side of Linne Road, 300 feet west of Chrisman Road, Tracy <br /> (Supervisorial District 5). <br /> Commissioner Eley said he wished to pull this item from the consent calendar. <br /> Jeff Fisher,Associate Planner,introduced the staff report into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Dave Olmstead (7701 Bates Road, Tracy) said the property is already zoned to allow housing on one-acre <br /> parcels. He wants to reduce the size down to 1/3 acre. He will provide full services such as sewer, water <br /> and drainage. He has done a lot of water and sewage contamination studies to make sure he will be able to <br /> mitigate any impacts. <br /> Commissioner Eley asked if there was a packing shed or a winery down the road and if there was any noise <br /> from that operation. <br /> Dave Olmstead that was a tomato packing operation and that there was no noise from the source. <br /> Commissioner Morri said he lives close to the tomato processing plant,and there is no noise from that plant. <br /> Commissioner Eley asked about the welding shop and the truck traffic. <br /> Dave Olmstead said he just put that two-man welding shop into the proper zoning for their operation. They <br /> will have to put up a 12-foot wall along the railroad tracks to mitigate for noise. There is not a lot of traffic from <br /> the trucks. They will have two entrances coming off of Linne Road. They did a traffic study out therefor the <br /> one-acre zone, but they will do another traffic study for the proposed new zone. <br /> Tod Arvin (7717 W. Linne Road, Tracy) said the truck traffic is seasonal and is not that bad. It dies down <br /> after 5:00 p.m. Also,there is no noise from the tomato plant. <br /> OPPONENTS: <br /> No one was present. <br /> PUBLIC HEARING CLOSED: <br /> MOTION: <br /> It was moved,seconded(MorNSolari),and passed by a unanimous roll call vote(6-0)to: <br /> 1. Approve the Negative Declaration; <br /> 2. Recommend that the Board of Supervisors approve General Plan Amendment No. GP-01-2 based on <br /> the ability to make the required "Basis for General Plan Amendment" as contained in the staff report-, <br /> and <br /> 3. Recommend that the Board of Supervisors approve Zone Reclassification No. ZR-01-7 based on the <br /> ability to make the required"Bases for Zone Reclassification"as contained in the staff report. <br /> PC MINUTES -3- PC: 11-29-01 <br />
