SEP-09-2002 06 :05 PM WDO, INC. 209 835 9022 P. 02 <br /> I <br /> INTRODUCTION <br /> Mr.Dave Olmstead,President of W.D.O.,Inc. is proposing to major subdivide seven parcels <br /> containing 98 acres into 83 one-acre lots. According to the San Joaquin County Development <br /> Title,a Surface and Subsurface Contamination Report(SSCR)is required at the time of <br /> Tentative Map submittal. The purpose of this report was to investigate and identify real or <br /> y potential surface and subsurface contamination existing within the entire subject property and <br /> report the findings to the Client and the San Joaquin County Environmental Health Department. <br /> Discovered environmental contamination is defined in the County Ordinance as contamination <br /> caused by past or current land uses. This report complies with the San Joaquin County <br /> Development Title, specifically Section 9-905.12(a)for a"Surface and Subsurface <br /> Contamination Report." <br /> The vested Tentative Map proposes two phases of development with Phase I being the northern <br /> 49 Parcels and the remaining 34 Parcels to be Phase II,as illustrated on the attached Tentative <br /> Map. This subdivision development is referenced as Area"A" and is to be called Castello <br /> Estates. In addition, a site referenced as Area"B" was also investigated. This area is referred to <br /> as Fair Oaks Estates. Consequently,if Area"B" is developed,this report serves the <br /> Environmental Health Department's reporting requirements for a Surface and Subsurface <br /> Contamination Report for this area. Both Area"A" and Area"B" will be referred to as the <br /> "Aub ect ro " in this report. <br /> This investigation addresses and evaluates non-point sources of hazardous materials,as well as <br /> potential point sources. Non-point sources of hazardous materials include agricultural chemical <br /> residues,high concentration of nitrate laden groundwater and other contaminants which may <br /> have originated from a wide area. Point sources investigated include above ground storage tanks <br /> (ASTs),leaking fuel storage tanks(LUSTs), septic systems,agrichemical storage areas and site <br /> specific chemical releases. <br /> Chemical analysis for the presence of agrichemicals in the soil and groundwater was conducted <br /> for this investigation,as requested by the San Joaquin County Environmental Health <br /> Department. Specifically,the Department has stipulated the following Lot numbers,as <br /> illustrated on the Tentative Map,to be addressed: Lots 50, 51, 59,60, 82, 83. Also requested to <br /> I be investigated was the chloroform plume originating from the Triple"E" Produce Corporation <br /> on Linne Road. <br /> i. <br /> Indications of surface and subsurface contamination have been identified in this investigation. <br /> Therefore, in accordance with the County Development Title, recommendations for corrective or <br /> mitigative action are included in this report for concurrence by the Environmental Health <br /> Department(Development Title Section 9-905.12(c)). <br /> i <br /> rig <br /> ' 1 <br />
