SEP-09-2002 06 :05 PM WDO, INC. 209 835 9022 P. 02 I INTRODUCTION Mr.Dave Olmstead,President of W.D.O.,Inc. is proposing to major subdivide seven parcels containing 98 acres into 83 one-acre lots. According to the San Joaquin County Development Title,a Surface and Subsurface Contamination Report(SSCR)is required at the time of Tentative Map submittal. The purpose of this report was to investigate and identify real or y potential surface and subsurface contamination existing within the entire subject property and report the findings to the Client and the San Joaquin County Environmental Health Department. Discovered environmental contamination is defined in the County Ordinance as contamination caused by past or current land uses. This report complies with the San Joaquin County Development Title, specifically Section 9-905.12(a)for a"Surface and Subsurface Contamination Report." The vested Tentative Map proposes two phases of development with Phase I being the northern 49 Parcels and the remaining 34 Parcels to be Phase II,as illustrated on the attached Tentative Map. This subdivision development is referenced as Area"A" and is to be called Castello Estates. In addition, a site referenced as Area"B" was also investigated. This area is referred to as Fair Oaks Estates. Consequently,if Area"B" is developed,this report serves the Environmental Health Department's reporting requirements for a Surface and Subsurface Contamination Report for this area. Both Area"A" and Area"B" will be referred to as the "Aub ect ro " in this report. This investigation addresses and evaluates non-point sources of hazardous materials,as well as potential point sources. Non-point sources of hazardous materials include agricultural chemical residues,high concentration of nitrate laden groundwater and other contaminants which may have originated from a wide area. Point sources investigated include above ground storage tanks (ASTs),leaking fuel storage tanks(LUSTs), septic systems,agrichemical storage areas and site specific chemical releases. Chemical analysis for the presence of agrichemicals in the soil and groundwater was conducted for this investigation,as requested by the San Joaquin County Environmental Health Department. Specifically,the Department has stipulated the following Lot numbers,as illustrated on the Tentative Map,to be addressed: Lots 50, 51, 59,60, 82, 83. Also requested to I be investigated was the chloroform plume originating from the Triple"E" Produce Corporation on Linne Road. i. Indications of surface and subsurface contamination have been identified in this investigation. Therefore, in accordance with the County Development Title, recommendations for corrective or mitigative action are included in this report for concurrence by the Environmental Health Department(Development Title Section 9-905.12(c)). i rig ' 1
