WASTE DISCHARGE REQUIKEMENTS ORDER NO. 5-00-226 -3- <br /> COUNTY OF SAN JOAQUIN DEPT. OF PUBLIC WORKS <br /> COUNTY SERVICE AREA NO. 44 <br /> CASTELLO ESTATES AKA APRICOT ACRES <br /> SAN JOAQUIN COUNTY <br /> 15. Groundwater monitoring wells were installed to monitor the groundwater quality in the <br /> effluent disposal area. The well locations are presented in Attachment B 1. <br /> 16. The treatment and disposal system can be remotely accessed through the computer <br /> controls. The system is also equipped with an automated telemetry system which will <br /> notify the operator of a mechanical failure or critical conditions at the treatment plant. <br /> 17. The available disposal area allows for replacement of the leachfield disposal area should it <br /> fail. This is consistent with the San Joaquin County Environmental Health Department's <br /> Sewage Standards which require a 100-percent expansion area available for future use. <br /> 18. Groundwater exists approximately 65 feet below ground surface and flows to the <br /> northwest based on the 5 July 2000 groundwater monitoring report included in the RWD. <br /> The measured groundwater flow direction is not consistent with the anticipated <br /> groundwater flow direction based on the topography which slopes down to the northeast. <br /> Groundwater flow direction may be influenced by pumping wells in the area. <br /> 19. Federal regulations for stormwater discharges were promulgated by the U.S. <br /> Environmental Protection Agency on 16 November 1990 (40 CFR Parts 122, 123, and <br /> 124). The regulations require specific categories of facilities which discharge stormwater <br /> associated with industrial activities to obtain a stormwater NPDES permits. The flow at <br /> this wastewater treatment plant is less than 1.0 million gallons per day and therefore the <br /> Discharger is not required to apply for a stormwater NPDES permit. <br /> 20. Surrounding land uses are primarily residential and agricultural. <br /> 21. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River <br /> and San Joaquin River Basins (hereafter Basin Plan), which contains water quality <br /> objectives for waters of the Basins. These requirements implement the Basin Plan. <br /> 22. Stormwater which falls on the site will be collected by stormwater drains and piped to a <br /> stormwater infiltration basin. <br /> 23. Castello Estates is located outside the 100-year flood zone. <br /> 24. Surface water drainage is to the Sacramento San Joaquin Delta. The beneficial uses of the <br /> Delta are municipal and domestic supply; irrigation and stock watering; process and <br /> service supply; contact and non-contact recreation; warm and cold freshwater habitat; <br /> warm and cold water migration; warmwater spawning habitat; wildlife habitat and <br /> navigation. <br /> 25. The beneficial uses of underlying groundwaters are municipal, industrial, and agricultural <br /> supply. <br /> 26. The Board has considered antidegradation pursuant to State Board Resolution No. 68-16 <br /> and finds that not enough data exists to determine whether this discharge is consistent with <br />
