WASTE DISCHARGE REQUIKEMENTS ORDER NO. 5-00-226 -3-
COUNTY OF SAN JOAQUIN DEPT. OF PUBLIC WORKS
COUNTY SERVICE AREA NO. 44
CASTELLO ESTATES AKA APRICOT ACRES
SAN JOAQUIN COUNTY
15. Groundwater monitoring wells were installed to monitor the groundwater quality in the
effluent disposal area. The well locations are presented in Attachment B 1.
16. The treatment and disposal system can be remotely accessed through the computer
controls. The system is also equipped with an automated telemetry system which will
notify the operator of a mechanical failure or critical conditions at the treatment plant.
17. The available disposal area allows for replacement of the leachfield disposal area should it
fail. This is consistent with the San Joaquin County Environmental Health Department's
Sewage Standards which require a 100-percent expansion area available for future use.
18. Groundwater exists approximately 65 feet below ground surface and flows to the
northwest based on the 5 July 2000 groundwater monitoring report included in the RWD.
The measured groundwater flow direction is not consistent with the anticipated
groundwater flow direction based on the topography which slopes down to the northeast.
Groundwater flow direction may be influenced by pumping wells in the area.
19. Federal regulations for stormwater discharges were promulgated by the U.S.
Environmental Protection Agency on 16 November 1990 (40 CFR Parts 122, 123, and
124). The regulations require specific categories of facilities which discharge stormwater
associated with industrial activities to obtain a stormwater NPDES permits. The flow at
this wastewater treatment plant is less than 1.0 million gallons per day and therefore the
Discharger is not required to apply for a stormwater NPDES permit.
20. Surrounding land uses are primarily residential and agricultural.
21. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River
and San Joaquin River Basins (hereafter Basin Plan), which contains water quality
objectives for waters of the Basins. These requirements implement the Basin Plan.
22. Stormwater which falls on the site will be collected by stormwater drains and piped to a
stormwater infiltration basin.
23. Castello Estates is located outside the 100-year flood zone.
24. Surface water drainage is to the Sacramento San Joaquin Delta. The beneficial uses of the
Delta are municipal and domestic supply; irrigation and stock watering; process and
service supply; contact and non-contact recreation; warm and cold freshwater habitat;
warm and cold water migration; warmwater spawning habitat; wildlife habitat and
navigation.
25. The beneficial uses of underlying groundwaters are municipal, industrial, and agricultural
supply.
26. The Board has considered antidegradation pursuant to State Board Resolution No. 68-16
and finds that not enough data exists to determine whether this discharge is consistent with
