Hazelton Avenue <br /> Tracy, CA 95356 Stockton, CA 95201 <br /> CONDITIONAL APPROVAL OF ADDITIONAL MONITORING WELL INSTALLATION <br /> WORKPLAN, LINNE ESTATES SUBDIVISION, TRACY, SAN JOA QUIN COUNTY <br /> I have reviewed the 26 May 2004 Workplan, Additional Monitoring Well Installation prepared by <br /> Kleinfelder. The plan was prepared in response to Provision E.Le contained in Waste Discharge <br /> Requirements Order No. R5-2004-0078. After reviewing the workplan, I have the following <br /> comments: <br /> — The report does not clearly present groundwater elevation data collected to date. The data is not <br /> presented in a table nor is a groundwater elevation contour map presented. Section 4.2 of the report <br /> describes the groundwater flow direction as to the northwest and also to the northeast. Because no <br /> background data is presented, staff cannot evaluate the statements. Please clarify the flow <br /> directions in a workplan addendum. <br /> — Plate 2 presents the proposed new well locations. Proposed Well MW-5 is located adjacent to the <br /> mechanical treatment equipment. Please relocate that well closer to the land application area. <br /> — Section 4.3 recommends only sampling three of the five wells. This is not acceptable. All wells <br /> shall be monitored for both groundwater elevation and groundwater quality. After adequate data <br /> has been collected, it may be possible to reduce the number of wells being monitored, if <br /> appropriate. A future request for reduced monitoring shall be supported by technical justification <br /> and the reduction may not take place until modification of Monitoring and Reporting Program No. <br /> R5-2004-0078. <br /> — Section 4.3 states the new wells will be surveyed. All wells shall be surveyed to the same reference <br /> point to allow evaluation of the groundwater elevations and flow directions. <br /> — Staff notes Section 5.1 contains analytes not included in the Monitoring and Reporting Program. <br /> Analysis of additional analytes is acceptable; the results of all such tests shall be reported in the <br /> regular quarterly monitoring reports. <br /> — If conditions in the borehole allow, it is recommended that the sand pack be surged prior to <br /> installing the bentonite seal. <br /> California Environmental Protection Agency <br /> ca Recycled Paper <br />
