FCO denotes Fecal Coliform Organisms. <br /> Although two groundwater sampling events have been performed, sufficient quarterly groundwater <br /> monitoring has not been conducted to establish the most appropriate groundwater limits. Reasonable <br /> time is necessary to gather specific information about the WWTF and the site to make informed, <br /> appropriate, long-term decisions. This proposed Order, therefore, establishes interim groundwater <br /> limitations at a concentration protective of the beneficial uses of groundwater of the State pending the <br /> Discharger's completion of certain tasks and provides time schedules to complete specified tasks. The <br /> Discharger is expected to identify, implement, and adhere to BPTC as individual practices are reviewed <br /> and upgraded in this process. During this period, degradation may occur from certain constituents, but <br /> is not authorized to exceed the interim groundwater limitations. <br /> Water quality objectives define the least stringent limits that could apply as water quality limitations for <br /> groundwater at this location, except where natural background quality exceeds the objective. The values <br /> below are concentrations directly from the Basin Plan, or derived indirectly using Basin Plan procedures <br /> for implementation of narrative water quality objectives, and must be met to maintain specific beneficial <br /> uses of groundwater. They are based on numeric and narrative water quality objectives. Consistent with <br /> the Policy for Application of Water Quality Objectives in the Basin Plan, criteria of appropriate agencies <br /> have been used to implement narrative water quality objectives.
