Ben stated that <br />they received an NRC report regarding an illegal dumping at 1305 Thurman St in <br />Lodi, CA. The complainant states that around 3:15pm today, they observed a tank <br />on a mobile trailer dumping an unknown liquid into a vacant field. <br />Shortly after speaking to Ben, I also received spill report #22-1925 for the same <br />incident. I contacted the complainant who confirmed the information I received <br />from CalEPA. The complainant states that they were unable to see any identifying <br />information on the vehicle. The complainant could not confirm an amount and <br />could not confirm if the material had any color. The complainant sent me photos <br />and videos of the vehicle. <br />I generated a complaint record and looked up parcel viewer information. The <br />property belongs to the City of Lodi. I contacted the emergency contact listed in <br />CERS (Andrew Richle) at 209-769-0053 and left a message requesting to <br />schedule an inspection of the area. <br />Recorded by <br />VAN G-LEE <br />04/06/2022 I received a call back from Andrew Richle. An inspection was scheduled today at VANG-LEE <br />1pm. Printed the photos received on 4/5/22 from the complainant. <br />I arrived on site and met with Andrew Richle of City of Lodi (water). Per Andrew, <br />the property belongs to City of Lodi's Utilities. Andrew stated that he has notified <br />utilities and they are aware of the complaint. We inspected the area of concern <br />(northwest corner). I observed piles of gravel, dirt, and hardened/dried slurry. I <br />inspected areas of the lot that had indications of vehicle activity and did not <br />observe any other materials. I showed Andrew photos of the vehicle that was <br />observed dumping the unknown material. Andrew recognized the vehicle and <br />stated it was a Ditch Witch with a Westech truck. Per Andrew, Westech is a <br />contractor of City of Lodi utilities. <br />I received an email from Tim Combs (Electric Utility Superintendent) confirming <br />that a Westech truck was dumping clean dirt at the area yesterday. Tim also <br />stated that the clean dirt will be spread out in their pole area at a later date. The <br />gravel and concrete (clean mud) are temporarily stored there until Westech can <br />return with a dump truck to haul away the material. <br />Completed the photo log, emergency response record, and site map. <br />5105.rpt Page 1 of 2
