Specifically, the developer has not provided infor- <br /> mation on the depth to ground water, historical high ground water <br /> level , underlying soil characteristics, leach field design in- <br /> formation, capacity of the soil to handle domestic wastewater , <br /> subsurface geologic conditions, and possible adverse effects of <br /> the discharge on ground water quality. <br /> Design and construction of septic tank - leaching systems will 0� <br /> need to conform with San Joaquin Local Health District standards. <br /> We will require, in addition, the formation of a public entity <br /> o <br /> to assume responsibility shoai ure of indivi ua wastewater <br /> treatment systems occur. Such entity would be endowed with the <br /> necessary powers to accumulate planning, construction, mainte- <br /> nance, and operation funds; to supervise planning and installa- <br /> tion of facilities if necessary; to levy and collect service <br /> charges; and other such powers as may be required. A public <br /> entity may not be necessary if an agreement is reached to con- <br /> nect the subdivision to an existing community sewerage system. <br /> In addition, the developer must conform with pending San Joaquin <br /> County water well standards, which specify stringent conditions <br /> for the construction and maintenance of domestic wells. For <br /> example, special attention must be given during well construction <br /> to prevent degradation of producing aquifers below the Corcoran <br /> Clay stratum by the poorer quality shallow aquifer. <br /> We cannot comment favorably on this proposed subdivision until <br /> the developer has filed a report of waste discharge with this <br /> office, together with sufficient supplementary information to <br /> assure us that it will not be the cause of pollution or nuisance. <br />
