MAJOR SUBDIVISION FOR 88 RESIDENTIAL LOTS (SU-98-1) <br /> Dear Mr. Gau: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, both short and long-term impacts <br /> related to the construction and operational phases of this project will deteriorate the <br /> ambient air quality, thus making it more difficult to meet mandated emission reductions <br /> and air quality standards. As a result, the District has developed both regulatory and <br /> advisory measures designed to reduce PM-10 and ozone precursor emissions. <br /> The construction phase of this project can generate emission from the movement of <br /> soil, use of heavy equipment, bulk materials handling, asphalt paving and other related <br /> activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust <br /> Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate <br /> matter (PM-10) entrained into the ambient air from man-made sources. The attached <br /> Synopsis highlights many of the requirements contained within Regulation VIII. The <br /> Synopsis is not meant to be all inclusive, but it can be a useful compliance aid in the <br /> field and office alike. <br /> David L.
