ASTAR BUILDING SYSTEMS
„ P.O. Box 830
Lockeford, CA 95237-0830
209-727-5504
FAX 209-727-5820
March 17, 1998
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
RE: Application #SU-98-1 by JSA Properties and RLC Associates
Dear W. Gau,
I am writing this letter to express our strong opposition to the application for the residential subdivision
named above. Star Building Systems and our parent company, the Robertson-Ceco Corporation, object
to the development of a residential subdivision directly behind our property.
Star Building Systems manufactures pre-engineered metal buildings and employs approximately 150
people from the surrounding area. Our twenty-four acre operation generates industrial noise, light, and
dust. We operate twenty hours per day, six days per week, and fifty-two weeks per year. This
operation was established in 1975 and has operated in this manner without resistance from our sparse
neighbors. Our industrial facility is not compatible with a residential subdivision with eighty-eight
homes. As you are well aware, a residential neighborhood will lead to significant number of complaints
and will likely result in restrictions in the manner in which we conduct our business. Ultimately, such
complaints may cause the relocation of Star Building Systems' Lockeford Facility.
In addition, we are concerned that the County and State governments will increase our current
regulations, making it more difficult to operate our business. Our air pollution and storm water pollution
permits will impose further restrictions, as our Hazardous Materials Management Plan becomes more
difficult to implement. This project would also significantly increase our Proposition 65 liability because
of the increased population living in such a close proximity to our operation.
Please recognize and bear in mind these issues in your analysis of this application. Thank you for your
consideration.
Sincerely,
Paul Hodnett
Plant Manager MAR 1 8 ic3
Western Region
;;;,,mnri ue;ei:me Lehr.
lCER ryt,,,
p
2
12101 East Brandt Road, Lockeford, CA 95237
