Analysis <br /> Project Description <br /> This project is a Major Subdivision application to subdivide approximately 35.3 acres into 88 residential <br /> lots, with a minimum lot size of 8000 square feet, as provided for in the General Plan for Lockeford. <br /> Sewer and water will be provided to the project by the Lockeford Community Services District. Storm <br /> drainage will be provided by an on-site retention basin maintained either through the formation of a <br /> County Service Area or annexation to an existing public agency with the authority to provide this service. <br /> Background <br /> A modification of this project was previously approved by the Board of Supervisors on April 9, 1992, as a <br /> Planned District. A Planned District is an overlay zone to the primary zone, Residential Low Density, for <br /> the project. This project incorporated a lake, which is being utilized for storm drainage, as a water <br /> feature. This project expired on April 23, 1998. <br /> General Plan and Zoning <br /> This project is within the urban community of Lockeford and is designated on the General Plan as <br /> Residential Low Density. The minimum lot size for the urban community of Lockeford, as designated in <br /> Volume 2 of the General Plan, is 8000 square feet. <br /> Biological <br /> A biological resources inventory was prepared for this project by Moore Biological Consultants in July <br /> 1998. Vegetation and wildlife field surveys were conducted in June 1998. Although the site contained <br /> no Swainson's hawk nesting sites, the site has the potential to support this species. However, there are <br /> several blue elderberry bushes along the slope of the bluff that will be fenced, and preconstruction <br /> surveys will be conducted for any nesting Swainson's hawks within one-quarter mile of the project <br /> boundary. The preconstruction surveys shall be conducted in April of each year prior to construction. If <br /> nesting Swainson's hawks are located, the Department of Fish and Game shall be consulted to <br /> determine if seasonal restrictions on construction are necessary. <br /> Cultural Resources <br /> An executive management summary of the archaeological investigations (CA-SAO-0203) of the project <br /> site was prepared February 1992 by L. Kyle Napton, Ph. D., California State University, Stanislaus. A <br /> reconnaissance of the site was conducted in October 1988, and backhoe testing of the site occurred in <br /> April 1989. Human skeletal remains were discovered in three separate backhoe trenches. Further <br /> excavation revealed the remains of approximately 27 individual Native Americans. These skeletals were <br /> exhumed under the personal direction of authorized Native American monitors and reburied in an <br /> approved locations. The report recommends that the project and construction be allowed to proceed. <br /> However, because there is the potential that other burials could be present on the proposed project site, <br /> a Condition of Approval has been developed which requires that a Native American monitor and a <br /> qualified archaeologist be present on the site when initial site preparation and utility trenching occur to <br /> determine the appropriate disposition of any newly uncovered human remains. <br /> San Joaquin County SU-98-11JSA <br /> Community Development Page 5 <br />
