Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Major Subdivision Application No. SU-98-1 with the Findings and Conditions of <br /> Approval contained in the staff report. <br /> Findings <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, <br /> Specific Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. <br /> • This finding can be made because the vesting tentative map for the 88-lot <br /> residential subdivision is consistent with the Residential Development Objectives <br /> and Principles of the General Plan. The proposal is consistent with the General <br /> Plan's Circulation and Transportation Principles regarding adequate roadway and <br /> capacities. <br /> 2. The design or improvement of the proposed subdivision is consistent with the General Plan and <br /> any applicable Specific Plan or Special Purpose Plan. <br /> • This finding can be made because the number and size of lots proposed are <br /> within the density range allowed under the General Plan designation of Low <br /> Density Residential, and adequate traffic circulation will be provided by the <br /> design of the subdivision. <br /> 3. The site is physically suitable for the type of development proposed. <br /> • This finding can be made because the site is relatively flat, excluding the wooded <br /> bluff area, regularly shaped, and adequately sized to accommodate the single- <br /> family residential development with public sewer, water, and storm drainage <br /> systems. <br /> 4. The site is physically suitable for the proposed density of development. <br /> • This finding can be made because each lot within the subdivision will meet the <br /> area, width, and setback requirements of the Residential Low Density zone. <br /> Public sewer, water, and storm water drainage facilities will be provided in <br /> accordance with the County's Development Requirements. <br /> 5.
