The
container was:
1. One 55-gallon drum partially full of oil filters labeled "drained used oil filters". The filters are not
punctured to fully
drain out the oil. The filters are hauled from the site as non-RCRA hazardous waste with description
"non
conforming used oil filters" and state waste code 223.
Response: The oil filters are being shipped as CA Waste, Non RCRA Hazardous Waste, going to a
recycling facility. AutoZone uses World Oil to recycle the oil filters and no longer employs SK in the
State of California. The oil filter drum was labeled accordingly. (see photo)
HMBP Inspection
OBSERVATION: The site map is incomplete for the following mandatory elements:
1. Drains are labeled incorrectly. Two drains labeled as "sewer drain" are actually storm water drains.
2. Loading and unloading locations for hazardous materials / hazardous waste are not included on
the maps.
3. Internal roads are not addressed on the maps. Use N/A if there are no internal roads.
4. Access and Exit Points are not labeled.
5. Location of spill control equipment is not listed on the map.
Response: The Site map has been corrected and re-submitted into CERS
OBSERVATION: The business plan information was not reviewed and resubmitted in the California
Environmental
Reporting System (CERS) annually by the due date, January 15 for the 2021 reporting year. The
submittal for the
2021 reporting year was submitted late on 1-27-21.
1
