Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />July 12, 2022 <br /> Facility Address: <br /> 2405 S B St, Stockton <br /> Facility Name: <br /> Montezuma Fire District St 18-1 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: The Hazardous Materials Inventory forms for used lubricating oil were not complete. Obsolete <br />fedral hazard category was found on the chemical fact sheet. Un-mark the obsolete federal hazard category and <br />add the new federal hazard category using an updated safety data sheet. <br />REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part <br />of the business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This violation was corrected on site. <br />This is a repeat violation, Class II. <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. The business plan was submitted <br />late on 2/6/2019 for the facility section. The inventory and plans section were not submitted for the year of 2019. The <br />business plan was not submitted for the year of 2020, 2021, and 2022. The business plan was last submitted on <br />2/6/2019. A new submittal needs to be made in CERS. <br />REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar <br />year and may be submitted beginning November 1 of the previous year. <br />CORRECTIVE ACTION: Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated <br />information, and submit to the EHD for approval. <br />This violation was corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 2 violations found during the <br />inspection. All violations were corrected at time of inspection. The hazardous waste and hazardous material <br />storage areas were inspected. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($156).
