I was granted access to the auto shop by gas station employee Rakesh <br />Sachdev. During the inspection, I observed the following hazardous materials/waste on site: one blue <br />plastic 55 gallon drum of antifreeze, one blue plastic 55 gallon drum of unknown, one black metal 55 <br />gallon drum of unknown, motor oil, one waste oil tank, one oily rag, three oil filters and oily absorbent on <br />the ground. <br />VIOLATION: Please be advised that disposal of hazardous waste at an unauthorized point is a violation <br />of California Health and Safety Code Section 25189.5. Storing greater than 55 gallons or 500 pounds of <br />hazardous materials requires a hazardous materials business plan per California Health and Safety Code <br />section 25507. <br />CORRECTIVE ACTION: Immediately remove and dispose of the antifreeze, motor oil, unknown <br />materials, waste oil, oil filters and oily rags/absorbent. Provide hazardous waste determinations and <br />waste/hazardous waste disposal records to the EHD. Please be aware that all hazardous waste shall be <br />disposed of under appropriate hazardous waste manifesting procedure [HSC 25160 (b)(3)]. Describe <br />how the hazardous materials on-site will be handled. Correct the violations by October 26, 2021. <br />Eligible wastes may be disposed of by appointment on Wednesdays at the San Joaquin County <br />Public Works Department Small Business Hazardous Waste Consolidation Facility located at <br />7850 RA Bridgeford Street, Stockton CA.
