A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CENTRAL GAS TRACY 950 W ELEVENTH ST, TRACY August 02, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. <br /> OBSERVATION: The following were not attached to the designated operator inspection reports: <br /> -documentation or action taken in response to the L4 alarm that occurred on 4/21/2022 <br /> -response by owner/operator regarding the compliance issue of the L4 alarm on the 5/19/2022 monthly designated <br /> operator report <br /> REGULATION GUIDANCE: The designated operator visual inspection report shall include: <br /> -a copy of documentation demonstrating action taken in response to each compliance issue identified during the <br /> previous inspection <br /> -a copy of the alarm history since the previous inspection <br /> -a copy of documentation demonstrating action taken in response to each alarm since the previous inspection <br /> -a list of each alarm since the previous inspection for which there is no documentation of the alarm condition and <br /> action taken in response <br /> CORRECTIVE ACTION: Ensure all required documents are attached and compliance issues listed in section3 are <br /> responded to in section 5 of on future designated operator inspection reports. <br /> This is a repeat violation, Class II. <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: The diesel product pipe in dispenser 7/8 was observed with an active drip and a small liquid <br /> accumulation under the pipe in the UDC, indicating a leak in the primary containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on 8/2/2022 and replaces the initial checklist. Item #203 was removed and item #208 added. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report, 9/1/2022. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign.
