1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> 1.1 Description of site: The project consists of a 364.3 acre parcel. The subject Assessor's Parcel <br /> Number is 183-110-02. The project is in agricultural community. The parcel is zoned AG-40. <br /> 1.2 Description of Proposed Development: It is proposed to create two 90.0 acre parcels, a <br /> 94.3 acre parcel, and one 90.0 acre "Designated Remainder." In accordance with the San Joaquin <br /> County Development Title, this Surface and Subsurface Contamination Report (SSCR) is being <br /> submitted for approval. This report will investigate the property for visual or historical environmental <br /> contamination based on field observation, interviews with the owner, and County records. (This SSCR <br /> includes no chemical analysis). <br /> 1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br /> 1.4 Site Map: (See Appendix for Tentative Map). <br /> 2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE: <br /> 2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of information <br /> of the historic use of this property is testimony from the owner, Joe Lombardi. Mr. Lombardi <br /> was interviewed in May, 2022. The owner has owned the parcel for more than 3 years and his <br /> family has owned it for many more years. The land is used as a rural residence, bare lot, and orchard. <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION: <br /> 3.1 Methods used to research: Methods used to research this parcel were records researched at the <br /> San Joaquin County Agriculture Commissioners office in May, 2022 (see appendix for results). <br /> An onsite survey was performed in May, 2022 by Staff of Dillon& Murphy. The San Joaquin County <br /> Environmental Health Department's underground storage tank mitigation database list did not yield any <br /> concerns. <br /> 3.2 Description of all past on-site potential and/or known above and below ground sources of <br /> contamination identified at the project site: Past on-site potentials for contaminations are low due <br /> to the use of the land. The property has been a rural residence, bare lot, and orchard for more than 10 <br /> years. Historically there have been no underground storage tanks. The owner has no knowledge of <br /> improper above ground storage of chemicals on the subject parcel. Historically the orchard has been <br /> treated with Carbaryl, Chlorpyrifos, Aluminum phosphide, strychnine, zine phosphide, 2-Y-D <br /> Dimethylamine, and Paraquat Dichloride to name a few of the chemicals used. (See permit numbers <br /> 39-18-3900248, 39-19-3900248, 39-20-3900248, 39-21-3900248, 39-22-3900248, and <br /> 39-18-3901377, for all pesticides used at the project site, located in Appendix. <br /> 1 <br />
