Owner-Mick Evans: <br /> 1. Violation- Notice and Order dated 11/10/08(Continuation of violation). <br /> a. Submit a corrective action plan for site remediation to this office for review and approval. <br /> b. The plan will require approval from the California Integrated Waste Management Board(CIWMB)and Regional <br /> Water Quality Control Board(RWQCB). <br /> c. The site work must be completed in accordance with the corrective action plan within one hundred and eighty(180) <br /> days of approval. <br /> d. The Environmental Health Department(EHD)is in the process of drafting and issuing a penalty order. <br /> 23023 S.Santa Fe Rd.,Escalon. Owner-Peter Palomino: <br /> 1.A/C T 14 CCR 18459.1 -Tire Program Identification Number-Approximately 350 waste tires were observed during the <br /> inspection. The waste tires have been documented in past inspections dating back to 2/2/07. <br /> a. Site is a waste tire generator. <br /> b. Either obtain a Tire Program Identification Number(TPID)from the CIWMB and keep the total number of waste <br /> tires to below 500 or properly dispose of all waste tires from the site and do not store waste tires hence forth. <br /> c. When intending to transport waste tires in quantities of 9 or more,a Registered Waste Tire Hauler must be used <br /> and properly completed manifests must be provided and kept on site for a period of three years. <br /> 2. A/C T 14 CCR 17388.5-CDI Waste Disposal Facilities-Asphalt grindings were observed during the inspection. The <br /> asphalt grindings have been documented in past inspections dating back to 4/20/2007. <br /> a. This site has maintained asphalt grindings for over a year and thus no longer falls under CDI(construction and <br /> demolition and inert debris)excluded activities(T 14 CCR 17388.2). <br /> b. Site is now classified as a CDI waste disposal facility and must obtain a full solid waste facilities permit and comply <br /> with all requirements promulgated by the CIWMB as set forth in CCR,Title 27,Division 2 in the same manner as if <br /> the site was a municipal solid waste landfill unit. <br /> c. In order to no longer be classified as a CDI waste disposal facility,legally transport and dispose of all asphalt <br /> grindings. <br />
