S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> JAS EXPRESS INC. 1 1415 W ANDERSON ST, STOCKTON August 15, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days(90 days acute/extremely). <br /> OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 180 days or no accumulation start date: <br /> -A black plastic tote of used oil located inside a trailer did not contain a label. <br /> -Ten 1-gallon jugs of used oil located North of the shop did not contain a label. <br /> -Two 5-gallon used oil containers located on the North side of the shop did not contain a label. <br /> -A black 55-gallon drum of oily liquid with metal chains inside did not contain a label. <br /> -A black 55-gallon drum of paper oil filters did not contain a label. <br /> -Two 55-gallon drums of oily solids did not contain a label. <br /> -Three 55-gallon metal drums of nonmetal filters, used oil filters and drained used oil filters did not contain a label. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -A black plastic tote of used oil located inside a trailer did not contain a label. <br /> -Ten 1-gallon jugs of used oil located North of the shop did not contain a label. <br /> -Two 5-gallon used oil containers located on the North side of the shop did not contain a label. <br /> -A black 55-gallon drum of oily liquid with metal chains inside did not contain a label. <br /> -A black 55-gallon drum of paper oil filters did not contain a label. <br /> -Two 55-gallon drums of oily solids did not contain a label. <br /> -Three 55-gallon metal drums of nonmetal filters, used oil filters and drained used oil filters did not contain a label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
