Santa Fe Road, San Joaquin County, CA <br />APN 249-060-13 <br />Dear Mr. McClellon: <br />Ground Zero Analysis, Inc. (Ground Zero) has prepared this addendum to the Workplan for Site <br />Mitigation (September 22, 2004) on behalf of Mr. Peter Palomino to address concerns documented <br />in your December 7, 2004 letter and the December 1, 2004 letter from Mr. Ross Atkinson of the <br />California Regional Water Quality Control Board, Central Valley Region (RWQCB-CVR). The <br />following responses will address your specific comments. <br />The water samples collected during the soil boring investigation were collected immediately <br />downgradient of identified waste areas to investigation whether infiltration of surface water <br />through buried wastes have actually degraded groundwater. The non -detect results indicate that <br />although the wastes have remained buried at the site for up to fifty years, native soil and <br />groundwater beneath the site have not been demonstrably degraded. It is reasonable to assume <br />that the buried wastes is not a threat if no degradation has occurred within the last 50 years. <br />2. The workplan calls for removal of all buried wastes, except for the northernmost portion of the <br />site, where wastes will remain in place and will be covered with an asphalt cap acceptable to the <br />agencies. <br />3. We agree that the well casing should be ripped or perforated prior to grouting for proper <br />destruction of the well. The permit application to be submitted by a licensed water well <br />contractor will reflect this requirement. <br />4. As discussed at our iste meeting on November 30, 2004, the new water supply well will have a <br />sanitary seal down to 200 feet below grade. <br />5. Mr. Palomino and his lead site worker are currently enrolled in a 40 -hour HAZWOPER training <br />course.
