April 14, 2005 <br />r] <br />0 <br />SAN JOAQUIN COUNTY <br />ENVIRONMENTAL HEALTH DEPARTMENT <br />304 East Weber Avenue, 3/d Floor, Stockton, CA 95202 <br />Telephone (209) 468-3420 Fax (209) 464-0138 <br />MEMORANDUM <br />TO: File (23023 South Santa Fe Road) <br />FROM: Frank Girardi <br />SUBJECT: Ash/soil samples taken on April 13, 2005 <br />Conducted Site visit with Robert M. to observe soil/ash samples taken by Ground Zero staff. <br />Peter Palamino was present. Three separate soil stockpiles were located at the south end of the <br />parcel (Fig 1). The soil piles came from the immediate area surrounding the piles (Fig 2). The <br />soil samples were taken at different location in each pile (Fig 3). <br />The soil sampling system ij as follows: <br />Soil Pile 1 (SP1) - Four to one composites (four samples taken at four different <br />spots in the pile to be analyzed as one whole sample). <br />SP1(a) — Mix dark(ash) and sandy loam <br />SP 1(b) — Mostly ash and some sandy loam <br />SP 1(c) - Sandy loam with some ash <br />SP 1(d) — Mostly sandy loam <br />Soil Pile 2 (SP2) — Two to one composites (two samples taken at two different <br />spots in the pile to be analyzed as one whole sample). <br />SP2(a) — Mostly ash with some sandy loam <br />SP2(b) — Sandy loam with mix of ash <br />Soil Pile 3 (SP3) — Two to one composites (two samples taken at two different <br />Piles — one at each pile). <br />SP3(a) — Mostly ash <br />SP3(b) — Mostly ash <br />The samples are to be analyzed by Argon Laboratories (DHS Certification # 2359). The samples <br />will be tested for Cam 17 metals, PH levels, Semi-VOC's, PBC's, and total petroleum <br />hydrocarbons. Copies of the test results are to be submitted directly to San Joaquin County <br />EHD. The results of the samples will determine the characterization of the ash/soil waste. The <br />soil/ash waste will be transported either to Forward Landfill (class I1) or Kettleman Hills (class <br />1), depending on the results of the analysis. <br />EHD 48-02-015 Page 1 of <br />2/24/2004 <br />
