1-1 <br />I► i �l\% C�T7�►11 U I <br />DATE: May 25, 2005 <br />TO: Palomino File <br />FROM: John Lane, Ground Zero Analysis <br />SUBJECT: Disposal of Fire Extinguishers Discovered at Old Santa Fe Road Landfill <br />Peter Palomino, under the observation of Frank Girardi of San Joaquin County EHD, is <br />conducting excavation and debris removal at the subject site today, May 25, 2005. Mr. Palomino <br />discovered approximately 8-10 fire extinguishers buried at the site. The fire extinguishers <br />appeared to be fairly newer "dry chemical" models. Mr. Palomino notified Ground Zero and <br />requested information on disposal of the extinguishers. <br />Ground Zero contacted USA Stanislaus Fire (527-8367) in Modesto, California. USA Stanislaus <br />Fire conducts required annual inspection and servicing of fire extinguishers. I spoke with a <br />technician "Abe" regarding proper procedure to dispose of the fire extinguishers. <br />is Abe indicated that the contents are non -hazardous but under pressure. They typically will empty <br />the chemicals in the extinguisher by discharging in the normal manner, then rinsing the contents <br />to remove all residual powder. Abe indicated that the rinsate does not require special handling as <br />it is very similar to lawn fertilizer, but generally Level D PPD should be employed (gloves). <br />After the vessel is emptied and rinsed it can be recycled as scrap metal. <br />Abe also indicated that they often accept old extinguishers at their facility. <br />
