Frank Girardi [EH]
0orom: Robert McClellon [EH]
nt: Thursday, May 26, 2005 11:50 AM
: 'jlane@groundzeroanalysis.com; Palomino, Peter
Cc: Frank Girardi [EH]
Subject: RE: Site Inspection Report and Associated Document, Palomino Site, Riverbank
John, the spray nozzle attached to the garden hose can be evaluated. If it does not do an
adequate job then the EHD staff will require that you provide a device that will deliver a
finer mist. the dust must be controlled. Who is doing the wetting? They will need to be
properly trained to provide that service. The original plan this was brought up and It was
thought that it would be a mechanical device attached to the bucket or stationary.
-----Original Message -----
From: John Lane[mailto:jlane@groundzeroanalysis.com]
Sent: Wednesday, May 25, 2005 4:10 PM
To: Robert McClellon [EH]; Palomino, Peter
Cc: Frank Girardi [EH]
Subject: Site Inspection Report and Associated Document, Palomino Site,
Riverbank
Dear Sirs:
Attached is a site inspection report, associated memorandum regarding
disposal of uncovered fire extinguishers, and a copy of the "Arch Dust
Suppression Handbook" from Arch Environmental Equipment, Inc.
0 lease note the following items:
1. The extinguishers can be properly rinsed and recycled as scrap metal
according to USA Stanislaus Fire;
2. The newly discovered ash waste should be characterized to determine
if it can be handled along with the stockpiled waste;
3. Dust suppression should be continued using the existing procedure of
spraying water with a spray nozzle or water truck. Based upon
the "Dust Handbook" the fogging system is appropriate for applications
that are enclosed or can be partially enclosed, or with materials that
cannot be wetted. The handbook also states "By far the most common
instruments used in control of fugitive dust are the garden
hose\hardware store nozzle variety. They're cheap, available anywhere,
and will do teh job if the source material can be thoroughly wetted
without causing a problem."
Please feel free to call me if you have any questions regarding this
submittal.
Sincerely,
John Lane
Ground Zero Analysis, Inc.
1714 Main Street
Escalon, CA 95320-1927
(209) 838-9888 Phone
(209) 838-9883 Fax
0
1
