We have the following comments:
1. The results of the investigation demonstrate that the wastes at the Santa Fe Road Disposal Sites
do not have hazardous waste characteristics.
2. Selected waste samples were analyzed by the STLC WET method for soluble lead. Soluble lead
concentrations for waste from the Delta, Beard and Waller sites exceed the California Public
Health Goal in DrinIdng Water of 2 ug/l. The waste from these sites is a threat to water quality
and therefore is classified as designated waste.
3. Under Section 21410 of Title 27, waste piles shall be closed in one of two ways, either clean
closure (remove all waste and discharge to an appropriate landfill facty) or closure as a landfill.
if it is determined that it is impractical to clean close the disposal sites, closure as a landfill will
involve installation of a Title 27 prescriptive landfill cover over the waste piles (Title 27 Section
21090).
L 1APT". 7-3-wrl =17 14 TTMW
sites.
