Based upon my observations at
the site yesterday, current dust control measures were adequate, as
there was no visible dust nor any spray runoff. Mr. Palomino
anticipates the following site work during the week of June 7, 2005:
1. Transport the current stockpiled waste to Forward Landfill under non-
hazardous waste manifest. Please call me if you have not received the
analytical results for the characterization sampling.
2. Coordinate with EHD to begin excavating the ash waste uncovered
during yesterday's activities. The ash waste will be placed on and
covered by plastic sheeting until characterization samples are
collected. Once the all the ash waste is excavated, two discrete
samples will be collected into brass tubes, composited by the
laboratory, and analyzed pursuant to the Landfill's profiling
requirements (same analysis suite as previously sampled waste).
Dust control measures will be employed as before, using a finer spray
nozzle if necessary based upon field observations, to prevent fugitive
dust emissions. In no case will excess water be applied resulting in
runoff from the excavated material.
Please let me know if you have any questions regarding this submittal.
0 ncerely,
John Lane
Ground Zero Analysis, Inc.
1714 Main Street
Escalon, CA 95320-1927
(209) 838-9888 Phone
(209) 838-9883 Fax
> John, the spray nozzle attached to the garden hose can be evaluated.
If it does not do an adequate job then the EHD staff will require that
you provide a device that will deliver a finer mist. the dust must be
controlled. Who is doing the wetting? They will need to be properly
trained to provide that service. The original plan this was brought up
and It was thought that it would be a mechanical device attached to the
bucket or stationary.
> -----Original Message-----
• From: John Lane[mailto:jlane@groundzeroanalysis.com]
> Sent: Wednesday, May 25, 2005 4:10 PM
> To: Robert McClellon [EH]; Palomino, Peter
> Cc: Frank Girardi [EH]
> Subject: Site Inspection Report and Associated Document, Palomino
Site,
> Riverbank
• Dear Sirs:
> Attached is a site inspection report, associated memorandum regarding
> disposal of uncovered.fire extinguishers, and a copy of the "Arch
Dust
1
