Santa Fe Road, San Joaquin
County, CA APN 249-060-13.
The San Joaquin County Environmental Health Department(EHD) has received and reviewed the
above referenced document.
The EHD has the following comments about the document regarding the proposed additional
excavation activities(Pages 3 and 4):
1. Safety procedure does not specify type of respirator/mask to be used and how site
workers are trained to use respirators/mask. Revise safety procedure to include
description of type of respirator/mask to be used and how site workers are trained
(including how to put on, wear, and discard the respirator/mask). Also describe how
respirator is tested to be form fitted.
2. Safety procedure does not indicate gloves as part of Personal Protective Equipment
(PPE). Revise safety procedure to include gloves as PPE.
3. Safety procedure indicates a fire nozzle to be used for dust control measures. Fire
nozzle is not adequate for dust control. Revise safety procedure to indicate a high
pressure mister system to be used for dust control.
4. Safety procedure indicates that personnel working on-site will have current
certification in hazardous waste certification (HAZWOPER) pursuant to 29 CFR
1910.120(e). Since the hazard is known (Lead), site personnel shall be appropriately
trained about Lead hazards. Revise safety plan to include.
5. Description of excavation activities indicates a caterpiller 977C bulldozer to move
stockpiles. A bulldozer is not acceptable to move the stockpiles. A scrape loader
may be used instead of a bulldozer. Revise document to include.
