assessment of these activities . The report ( s ) shall describe the status of all lands and easements acquired under this Chapter , including a summary of all enforcement actions . ( c) Reporting by Agricultural Technical Advisory Committee . , The Agricultural Technical Advisory Committee shall review the reports submitted to it by the County and/or Qualifying Entity as well as any other relevant material . -ft sh-a413ased on that review, the Agricultural Technical Advisory Committee may prepare a _eport that provides an independent assessment of the effectiveness of the agricultural mitigation program and its consistency with the any existin aperative Mitigation Strategy . The Rreport shall document the funds collected and/or direct provision of mitigation lands pursuant to the provisions of this Chapter . It shall also document the size and location of the land that is to be converted to a nonagricultural use , which generated the mitigation requirements of this Chapter . The Committee shall forward the Rreport , along with other relevant material received , to the Board of Supervisors . 9 - 1080 . 9 ENFORCEMENT . Enforcement of this Chapter will be done pursuant to Title 1 , Division 2 , or Title 9 , Division 19 of this Code at the discretion of the Community Development Department Director , 94080 . 10 COST RECOVERY , The County shall be reimbursed by the violator for all time , services , and materials needed to enforce compliance with the terms of the agricultural land conservation easement or other agricultural mitigation instrument . 9 - 1080 . 11 FEES . The Board of Supervisors shall , by Resolution , adopt a fee schedule for any fees it deems necessary under this Chapter . 94080 . 192 PRECEDENCE , This Chapter shall talce precedence over all ordinances or parts of ordinances or resolutions or parts of resolutions with which it is in conflict . 94080 . 13 SEVERABILITY . If any section , subsection , sentence , clause or phrase of this Chapter is for any reason held to be unconstitutional , such decision shall not affect the validity of the remaining portions of this Code . The Board of Supervisors hereby declares that it would have passed this Chapter and each section, subsection , sentence , clause or phrase thereof irrespective of the fact that any one ( 1 ) or more sections , subsections , sentences , clauses or phrases be declared unconstitutional . 41 -
