Registration of Liquid Waste Haulers and of Vehicles Used to Haul Liquid Waste 2400 . Applications . Applications for registration of liquid waste haulers and of vehicles used to haul liquid waste , filed with the state board pursuant to Chapter 1, Division 7 .5 of the Water Code, shall be typewritten or legibly written in ink upon forms furnished by the board . The applications shall be prepared in accordance with the instructions which accompany the forms. Applicable registration fees shall accompany the applications. 2401 . Applications for Additional Vehicles . Applications for registration of additional vehicles to haul liquid waste , accompanied by applicable fees , shall be filed with the state board within 30 days of use of any such vehicles . 2402 . Nontransferability of Hauler Registration . Registra- tion as a liquid waste hauler is not transferable . 2403. Definitions . (a) "Liquid waste" , as defined in Sections 13050 (d) and 14002 of the Water Code , is further clari- fied as waste from any producing, manufacturing, or processing operation that could affect the quality of the waters of the state , is free flowing or contains free flowing components while in transit or at the time of disposal, and is to be discarded. rv` (b) A "vehicle" is any moving support fitted or used for the conveyance of bulky objects which is actually used as a means of transporting liquid wastes from one location to another for the purpose of disposal as a part of, or incidental to, a business operation . 2404. Waiver of Registration . The executive officer of the stgat --board may waive as to any business, or type of business, the provisions of Chapter 1 (commencing with Section 14000) of Division 7 .5 of the Water Code after investigation and confirma- tion that (a) the liquid waste is insignificant or unimportant as a contributor to water pollution or contamination, or (b) the business is adequately regulated by another governmental agency. *Originally adopted December 17 , 1970, amended February 3, 1972.
