Registration and Regulation of <br /> Liquid Waste Haulers* <br /> Article 1 . Registration of Liquid Waste Haulers and <br /> of Vehicles Used to Haul Liquid Waste <br /> 2400 . Applications . Applications for registration of liquid <br /> waste haulers and of vehicles used to haul liquid waste , filed <br /> with the state board pursuant to Chapter 1, Division 7 .5 of the <br /> Water Code, shall be typewritten or legibly written in ink upon <br /> forms furnished by the board . The applications shall be prepared <br /> in accordance with the instructions which accompany the forms. <br /> Applicable registration fees shall accompany the applications. <br /> 2401 . Applications for Additional Vehicles . Applications <br /> for registration of additional vehicles to haul liquid waste , <br /> accompanied by applicable fees , shall be filed with the state <br /> board within 30 days of use of any such vehicles . <br /> 2402 . Nontransferability of Hauler Registration . Registra- <br /> tion as a liquid waste hauler is not transferable . <br /> 2403. Definitions . (a) "Liquid waste" , as defined in <br /> Sections 13050 (d) and 14002 of the Water Code , is further clari- <br /> fied as waste from any producing, manufacturing, or processing <br /> operation that could affect the quality of the waters of the state , <br /> is free flowing or contains free flowing components while in <br /> transit or at the time of disposal, and is to be discarded. rv` <br /> (b) A "vehicle" is any moving support fitted or used for the <br /> conveyance of bulky objects which is actually used as a means of <br /> transporting liquid wastes from one location to another for the <br /> purpose of disposal as a part of, or incidental to, a business <br /> operation . <br /> 2404. Waiver of Registration . The executive officer of the <br /> stgat --board may waive as to any business, or type of business, <br /> the provisions of Chapter 1 (commencing with Section 14000) of <br /> Division 7 .5 of the Water Code after investigation and confirma- <br /> tion that (a) the liquid waste is insignificant or unimportant as <br /> a contributor to water pollution or contamination, or (b) the <br /> business is adequately regulated by another governmental agency. <br /> *Originally adopted December 17 , 1970, amended February 3, 1972. <br />
