Mr. McDermitt, during
his inspection Dec. 7, 1978, found the field conditions at the site met with
his approval. The conditions required by the Regional Water Quality Control
Board were met, and you were authorized by this agency to accept FMC wastes
at the Forward Site. We gave our verbal approval to you on December 7, 1978
on Mr. McDermitt's Inspection.
With this authorization and the current RWQCB Waste Discharge Requirement,
you have met the first requirement for obtaining a Hazardous Waste Disposal
Permit from this Department. We are in the process of drafting a permit.
Conditions that will be included in the Draft Permit were discussed with you
in our office February 1, 1979 with Mr. Cass. You had no objections to the
conditions at that time, so we will continue the permit process. The draft
permit will be reviewed by the County Health Department, and other State
agencies prior to the issuing of the Final Permit, You will have the opportu-
nity to review the draft permit prior to the completion of the final permit.
This letter will serve as a permit in the interim. You may receive the
specific barium sludge waste from FMC, providing that you continue to meet all
of the RWQCB Waste Discharge Requirements and comply with our current law and
regulations (Section 25200 of the Health and Safety Code, Chapter 2, Section
60102 Division 4, Title 22 of the California Administrative Code), and
operating conditions set forth in our letter of October 23, 1978.
ZChiefHMMS
'
L
Kiado, P.E.
Technical Program
aterials Management Section
cc: Harvey F.
